dc.description.abstractAlthough documents such as standards, guidelines and directives regulating electronic records management systems have been issued, publishing of a policy document is a matter that is still being neglected. However, an application adopted as corporate culture is protected by the manager with the high level procedures prepared. By doing this, in the light of the vision and mission of the institution, the strategic value expressed by that application is explained. The reason for doing this study is to the lack of the policy documents on the management of enterprise information resources in institutions in Turkey. It is discussed in this article the argument that policy uncertainty can cause disruption of electronic records management systems. From the limited field research conducted, it was understood that publishing was not only neglected, it wasn't even paid much attention to in the first place. A qualitative research method was utilized in the article and due diligence approach was adopted. Websites where institutions such as ministries, universities and municipalities present their documents and archive management services were examined and it was checked whether or not they published a policy document. During the research, experts who have the experience of establishing and operating an electronic records management system were also consulted while the literature was scanned. Considering that e-government applications come to life with the services provided by institutions, it is seen that the policy document, which will contribute significantly to the sustainability and quality of information and document management applications, should not be handled independently of the e-government strategy.
