Abstract
The purpose of this study is to investigate the emergence of information and communication technologies, particularly user interactive second generation internet applications named as "Web 2.0" in organizations within a theoretical model. The conceptual basis of the study is Tornatzky and Fleischner (1990)'s Technology-Organization-Environment (TOE) framework, which suggests advancement of technology together with organizational and environmental conditions effect the diffusion of new technologies. The study takes organization as the unit of analysis and conducts a research in university libraries, which are assumed to play an important role in knowledge storage and dissemination. The data collected through a questionnaire conducted to library managers show that TOE model has a potential to explain new technology acceptance in libraries. The study claims originality in sense of investigating the change in university libraries through a theoretical perspective at the organizational level.
